Scaling-up refers to increasing the geographic coverage and number of individuals served by an HIV/AIDS program.
Many countries have begun scaling-up to expand the delivery of HIV/AIDS interventions and programs to more individuals. There has been a special focus on the profound numbers of orphans and other children made vulnerable because of HIV/AIDS.
Developing an expanded and comprehensive response (ECR) to HIV/AIDS addresses the need to expand coverage geographically and to more people, but also focuses on increasing coverage to different population types and improving the quality and scope of the services offered and the accountability systems. The ultimate goal is to ensure that a comprehensive range of interventions and programs is delivered to reduce the transmission and impact of HIV on the population.
