SEPTEMBER 2007 — FHI carried out qualitative rapid situation assessments in Vietnam to provide guidance for the Japan Bank for International Cooperation (JBIC) on HIV prevention programming for construction workers engaged in and communities affected by the JBIC-supported Thanh Tri Bridge Construction Project.

The assessments revealed misconceptions and fears about HIV and AIDS, along with stigma and discrimination, and the subsequent report outlines advocacy, targeted communication, and specific activities to counter these effects. Other recommendations include the direct involvement of management, the integration of behavior change communication into company structures and systems, the involvement of people living with HIV and AIDS in these efforts, condom social marketing, the upgrading of skills for clinical workers, and prevention programs that are adapted to rural areas.
