JULY 2007 The USAID-funded Implementing AIDS Prevention and Care (IMPACT) Project in the Russian Federation consisted of three primary activities: capacity building in information dissemination and networking for a newly formed network of 11 NGOs working in HIV/AIDS prevention and AIDS Infoshare; capacity building in behavior change communication for NGOs and private-sector organizations; and assistance with a behavioral monitoring survey (BMS) that was constructed to guide the launch of the USAID missions prevention, treatment, and care program.
