OCTOBER 2007 — To introduce HIV-related services in health and community facilities, it is essential that a rapid and comprehensive process of appraisal and implementation planning occur for each site. This process includes taking steps to ensure that the proper contacts are made, accurate data are gathered and used for program planning, and comprehensive program planning occurs. This manual outlines the rapid appraisal and implementation planning framework used to plan service delivery in sites supported by Family Health International and provides tools to be used along the way.

This comprehensive manual will help governments and organizations determine the availability and quality of the essential elements of

  • HIV services
  • gather necessary data about these services and additional needs from both clinicians and clients
  • organize and analyze those data
  • plan for program implementation
  • create reports based on the data
  • evaluate the quality of the appraisal and implementation process
