Umbrella Grants Management Project

Official name: Building the Capacity of Local South Africa Organizations through Umbrella Grants Management

Dates: June 2007 – Sept. 2009

Area served: South Africa, nationwide with an emphasis on the nation's poorest provinces – Limpopo, Eastern Cape, and Kwazulu Natale

Funded by:  USAID 

Main objectives:

  • Prevent new HIV infections of 1.75 million people
  • Treat at least 500,000 HIV-infected people
  • Care for 2.5 million HIV-affected individuals and children orphaned or made vulnerable by AIDS 

FHI's role: To increase access to and use of sustainable, high quality prevention, care, and support services in South Africa. We do this by providing subgrants to non-governmental, community-based and faith-based organizations working in prevention, treatment, palliative care and care of orphans and vulnerable children, and by building the capacity of subgrantees to do this work.  

FHI strategies:

  • Increase financial resources accessed by local organizations
  • Improve the managerial, financial, and organizational abilities as well as the technical capacity of participating local organizations
  • Strengthen the capacity of health facilities and communities to coordinate and manage referral networks
  • Strengthen monitoring and evaluation systems and skills

Achievements to date:

  • FHI/South Africa has managed 39 subgrants directly over the life of the current projects, with an additional 19 second tier subgrants.
  • Increased number of subgrantees able to meet subgrant requirements
  • Increased number of subgrantees able to achieve targets
  • More linkages and partnerships between local organizations
  • Increased number of subgrantees that can develop monitoring and evaluation plans
