FHI Supported Ministry of Health, National AIDS Control Program

From the late 1980s until 2005, FHI implemented the IMPACT Project, helping the government of El Salvador strengthen its AIDS prevention activities, voluntary counseling and testing, and sexually transmitted infection services.

Supporting the Ministry of Health, FHI trained governmental and nongovernmental organizations in counseling and testing, conducted evaluations, and drafted a training manual for counseling and testing facilitators. FHI supported implementation of the national voluntary counseling and testing program and helped develop monitoring and evaluation tools for voluntary counseling and testing. In addition, FHI helped the Ministry of Health complete and disseminate new national guidelines for the treatment of sexually transmitted infections.

Female Condom Promoted as Woman-Controlled Method

Efforts in Central America to encourage people at high-risk of HIV to adopt safer-sex behaviors have had some success, but people still report having multiple partners and using condoms only sporadically, especially with trusted or regular partners. To develop innovative prevention efforts, FHI, Abt Associates, and Population Services International (PSI) are conducting research to more effectively market female condoms in the region. Many women's advocates and policy-makers see the female condom as a method that women can use to better protect themselves against HIV/STIs.
