Expanding HIV Prevention and Care Services for Key Populations

Funder: Ford Foundation

Partners: Family Health International (FHI) and Befrienders

Objective: to identify and build the institutional and programmatic capacity of an Egyptian NGO to provide a comprehensive package of HIV/AIDS care and services for key populations at particular risk of HIV infection.

Activities:

  • establishing a comprehensive care center offering HIV/AIDS prevention and care messages, peer education, individual and group counseling, anonymous voluntary counseling and testing (VCT) for HIV, basic medical care, and needs-based referrals
  • conducting prevention activities among injecting drug users (IDUs) as a safe entry point for other key populations vulnerable to HIV
  • facilitating the early detection and treatment of HIV/AIDS by coupling street-based outreach for IDUs with VCT for HIV
  • establishing strong referral linkages among service partners and providing timely information on where to seek services to maximize care and support resources and ensure a continuum of care
  • ensuring that Befrienders has the technical and management capacity to sustain the project when external support ends

Achievements:

The comprehensive care center (CCC) was launched in July 2008 and is now operating at full capacity. Other program achievements include:

  • tailored training provided to relevant staff in areas including outreach, VCT, syndromic management of STIs, infection control and rapid test for HIV, and clinical and home-based care
  • CCC site furnished and equipped
  • monitoring and evaluation forms developed, including intake forms for MARPs contacted during outreach activities and those accessing the site, as well as VCT, STI, home-based care, and medical forms
  • electronic database developed, and two staff members trained in data entry methods
