East Timor

From 2002–2005, FHI managed the IMPACT Project in East Timor. We conducted research on HIV, strengthened the capacity of government and civil society to provide prevention and care services, and helped the government develop appropriate policies and systems.

In 2004, FHI completed the first biomedical and behavioral research on sexually transmitted infections and HIV in East Timor. This allowed for the design of evidence-based programming targeting those most at risk of infection.

With FHI assistance, local partners provided prevention, clinical care and treatment. We supported the behavior change and peer education activities of nongovernmental and faith-based organizations and trained health care workers to provide counseling, testing and STI management. FHI also trained doctors in the clinical care and treatment of HIV/AIDS and the use of antiretroviral therapy. And we worked to enhance the quality of laboratory testing and blood safety and to strengthen public-private collaboration in the health sector.

FHI's work in East Timor resulted in the development of national guidelines, strategies and policies for HIV/AIDS and STI prevention and care. The Minister of Health acknowledged the value of our support and asked FHI/IMPACT to help develop the new National Strategic Plan for HIV/AIDS and STI.

Rui CarvalhoRui Carvalho, FHI Program Officer and well known spokesperson for the MSM community in Dili, East Timor, recognizes the difference FHI has made. Prior to FHI involvement in East Timor MSM were a shunned, vulnerable community with little access to information. "FHI has turned things around for MSM," claims Rui.
