Conducted in 2001, this report established that there is an urgent need to implement HIV prevention and care programming among injecting drug users in the Terai.

The report also offered specific recommendations to implement quality, comprehensive programs in the long term for the following areas of the Terai: 

• Biratnaga
• Dharan
• Damak
• Kakarbhitta
• Nepalgunj
• Hetauda
• Birgunj
• Pokhara
